Can installation of new programme or software leads to problem sometime?

I have installed Reliance data card means plug and surf device few days ago.Secondly i had opened a unknown website education related but it takes time in its content loading and in the mean time whole internet surfing become slow,not responding msg come,all other websites open were hanged.My HARD DISK OR DRIVE failed all programmes lost ,plz tell wht may be the reason and wht shld i do now ?
